These Terms of Service (“Terms”) are a contract between you and ZHENG HE CROSS-BORDER LIMITED (“EZPCBA,” “we,” “us,” or “our”), a company incorporated in Hong Kong, governing your use of https://www.ezpcba.com, related subdomains, and the PCB / PCBA quoting, ordering, and support services we provide (collectively, the “Services”). The EZPCBA brand is operated by this company.
Please read these Terms, especially the sections on quotes and engineering review, cancellation and refunds, disclaimers, limitation of liability, and governing law. By creating an account, signing in with Google, placing an order, submitting a quote request, or otherwise using the Services, you agree to these Terms and to our Privacy Policy.
1. Who we are and what we sell
EZPCBA is an online platform for custom printed circuit boards (PCB) and printed circuit board assemblies (PCBA), operated by ZHENG HE CROSS-BORDER LIMITED. Instant quotes, saved quotes, checkout, file upload, engineering review, production tracking, and customer support are all part of the Services.
We may use third parties to manufacture and ship orders. A third party's name appearing on a production file or packing slip does not make it a party to this contract and does not change these Terms.
The website, trademarks, and original content on the Services belong to EZPCBA or our licensors. You may use them only as needed to use the Services.
2. Eligibility
The Services are intended for adults in a business or professional capacity. You must be at least 18 (or the age of majority where you live) and able to form a binding contract.
We currently accept delivery addresses in the 50 U.S. states and the District of Columbia only. We do not ship to Puerto Rico, Guam, the U.S. Virgin Islands, military (APO/FPO/DPO) addresses, or countries outside the United States.
By using the Services you represent that:
- the information you give us is accurate and kept up to date;
- you will comply with these Terms and with applicable law, including export-control and sanctions rules;
- you have the right to upload the design files and to authorize us to manufacture from them.
3. Accounts
You may create an account with an email address and password, or by signing in with Google. If you use Google, Google’s terms also apply to that sign-in. We receive the email address (and basic profile information you allow Google to share). We do not receive your Google password.
You are responsible for your password and for activity under your account. Tell us promptly at service@ezpcba.com if you think someone else is using it.
We may suspend or close an account that we reasonably believe violates these Terms, creates security or fraud risk, or is required to be closed by law. You may ask us to close your account by emailing service@ezpcba.com. Closing an account does not cancel paid orders already in production and does not erase records we must keep for tax, accounting, or dispute purposes.
4. Quotes, prices, and files
4.1 Instant quotes are not a locked price
An on-screen instant quote is a calculation from the parameters you entered. We do not inspect Gerber, BOM, or pick-and-place files at that step. Instant quotes are not a promise that the board is manufacturable at that price, or at all.
4.2 Saved quotes
A price becomes a saved quote only after you click Save quote. Until you save it, the calculation is a short-lived trial and cannot be used to place an order.
Saved-quote validity (unless a quote page says otherwise):

Validity is measured from the save time. Claiming a guest quote onto a newly signed-in account does not extend the expiry. An expired quote can still be attached to your account, but you must re-quote before ordering.
We may change catalog prices, shipping charges, and duty estimates at any time for new quotes. A saved quote that is still within its validity window is the price we will charge if you place the order before it expires, subject to Section 5 (file review).
4.3 Currency and what the price includes
All prices and payments are in United States dollars (USD).
Unless the quote or invoice states otherwise, the total is DDP (Delivered Duty Paid) to a qualifying U.S. address: board/assembly price, estimated freight, and estimated U.S. import duty as calculated by us at quote time. You should not receive a separate customs bill for ordinary import duty on that shipment. DDP does not cover:
- costs caused by an incomplete or wrong address you supplied;
- storage, redirection, or refused-delivery charges;
- taxes or fees that a carrier or broker assesses because you asked for a different Incoterm, or because the contents are not as declared.
4.4 Your files
Gerber, BOM, centroid/CPL, drawings, and other technical files you upload remain your intellectual property. We use them only to quote, review, manufacture, inspect, ship, and support your order, and we may share them with the production and logistics providers who need them for that purpose. We do not sell your design files.
You grant us a limited, non-exclusive license to use logos, marks, and other IP that appear in those files solely to produce and fulfill the order.
You warrant that you own or are licensed to use everything in the files, and that manufacturing from them will not infringe anyone else’s rights. If a third party claims otherwise, you will handle the claim and indemnify us (Section 15).
5. Orders, payment, and engineering review
5.1 Placing an order
You can place an order only from a saved, unexpired quote, with the required production files attached (Gerber at minimum for PCB; Gerber, BOM, and centroid as required for PCBA). Submitting an order is an offer to buy. The contract for that order is formed when we receive payment in full and issue an order number — still subject to the engineering review in Section 5.3.
5.2 Payment
PCB instant-quote orders are paid in full before production, currently via Stripe Checkout (cards and other methods Stripe displays). We never store full card numbers or CVV. Stripe’s terms apply to the payment itself.
PCBA quote-request (RFQ) orders are paid by card.
For PCB orders, payment is due by the earlier of (a) the saved quote’s expiry and (b) 72 hours after you submit the order. For PCBA RFQ orders, payment is due within 72 hours after you accept the quotation. Orders not paid by then are closed automatically.
5.3 Engineering review after payment (PCB)
Instant quotes do not include a design for manufacturability (DFM) check. After we receive payment for a PCB order we review the files against the parameters you ordered.
- We aim to complete the first review within one (1) business day (Monday–Friday, excluding PRC public holidays observed by our review team, whose working calendar is China Standard Time, UTC+8).
- If the files match the order and are producible as ordered, we release the order to production. “Released” means the order has entered the production queue. The actual production start depends on scheduling and is not the moment of release.
- If the files cannot be produced as ordered (missing outline, missing drill when holes are required, parameters that do not match the artwork, capabilities we do not offer, or similar), we reject the order. We will not change your stack-up or process behind the scenes and charge you a different price. The path is: reject → refund in full → you re-quote with corrected parameters or files and place a new order.
- A rejection is not itself a refund. Our operations team confirms each refund, and we will initiate it within 3 business days of the rejection. How long it takes to reach your account depends on your card issuer.
PCBA RFQ orders follow the RFQ quotation you accepted. They do not go through the same PCB file review after payment; production is arranged from the accepted quote.
5.4 We may cancel before or during review
We may cancel and refund an order (or refuse to accept it) if the files are incomplete, the order exceeds published capabilities, the content violates Section 7, payment fails or is charged back, or we cannot fulfill it for reasons outside our reasonable control. We will notify the email on the account.
6. Cancellation

Every cancellation of a paid order, and every refund, is reviewed by a person. There is no automatic refund.
If manufacturing has started (materials cut, components committed, or work otherwise begun), we may refuse cancellation or refund only the unused portion. Custom boards already made are not returnable for a change of mind.
Once an order has shipped, cancellation is not available. Quality issues after delivery are handled under Section 8 and the Refund and Quality Policy.
7. Acceptable use and export control
You must not use the Services, and must not ask us to manufacture, anything that:
- is a weapon, firearm, ammunition, explosive, or a part or accessory that is designed to function as one, including items that are made to look like weapons;
- is intended for nuclear, chemical, or biological weapons, missiles, or other prohibited military end uses;
- infringes intellectual property or other third-party rights;
- is illegal, fraudulent, or clearly intended to deceive;
- is pornographic, hateful, or otherwise prohibited under applicable law.
You must comply with export, import, and sanctions laws of the People’s Republic of China, the United States (including the EAR and OFAC), the EU, the UN, and any other regime that applies. You will not divert products to embargoed countries or sanctioned parties (including, without limitation, destinations commonly restricted such as Iran, North Korea, and the Crimea/Donetsk/Luhansk regions, and any other territory added to those lists).
You will not misrepresent end use, end user, or destination. We may ask for information we reasonably need for compliance. If you refuse, or we believe an order would violate the law, we may suspend the account, cancel the order, and, if production has started, treat paid amounts as non-refundable to the extent the law allows.
We are not obliged to inspect files for these issues, but we may refuse any order we believe is non-compliant.
8. Quality, returns, and refunds
Boards and assemblies are made to your files and parameters. They are custom goods. We do not accept returns because you no longer need them, ordered the wrong quantity, or designed the board incorrectly.
If you believe the boards or assembly were not made according to the files and options you ordered, email service@ezpcba.com promptly, with the order number and photos (and test data if relevant). Please inspect shipments on arrival. Claims for obvious visual or quantity defects should be opened within seven (7) days of delivery. Hidden electrical defects should be reported within thirty (30) days of delivery.
If we confirm the defect is a manufacturing error on our side, we will, at our option, remake the affected items or refund the price of the affected items. Approved refund amounts are returned in full to the original payment method. Payment processing fees are absorbed by us and are not deducted from your refund.
Refunds are not an admission of liability beyond the amount actually refunded. Chargebacks filed without first contacting us may delay investigation; we will still respond to the payment network with the order record.
Coupons, store credit, and goodwill gestures, if we offer them, are discretionary and do not change these Terms. Details are in the Refund and Quality Policy.
9. Shipping and risk
We ship to the address on the order. You must make sure it is complete and correct. You are responsible for any additional carrier charges caused by an incorrect address.
Dates we show for production and delivery are estimates, not guarantees. We are not liable for delay caused by production scheduling, carriers, customs, weather, or events outside our reasonable control. See the Shipping Policy.
For orders agreed on DDP terms, delivery and transfer of risk follow DDP at the named destination under the agreed Incoterms version. Ownership transfer is stated separately in the sales contract. Contact us promptly if goods are lost or damaged before delivery.
10. PCBA quote requests and NDA
A PCBA request for quote (RFQ) is not an instant price. We review files and send a written quotation. Quoted PCBA prices are valid for the period printed on the quotation (by default 14 days, unless the quote says otherwise).
If you tick “I need an NDA,” you must sign the then-current Mutual Non-Disclosure Agreement before we accept the RFQ. The NDA is a separate contract; if it conflicts with these Terms on confidentiality of technical files, the NDA controls for that RFQ.
11. Support, tickets, and website messages
Account holders may open support tickets. Visitors may send a Contact Us message without an account. Do not put passwords, full card numbers, or other people’s personal data in tickets or website forms.
We may keep ticket and message records as described in the Privacy Policy.
12. Third-party services
The Services rely on third parties, including:
- Stripe for card checkout;
- Google for optional sign-in (and, if enabled on the site, analytics);
- cloud storage for production files;
- email delivery providers;
- production and logistics providers.
Those parties have their own terms. We are not responsible for outages or acts of a third party except to the extent these Terms say we will refund or remake an order.
13. Disclaimers
To the maximum extent permitted by law, the Services are provided “as is” and “as available.” We do not warrant that the website will be uninterrupted, error-free, or compatible with every device, or that an instant quote reflects every manufacturing constraint.
We manufacture to your design. We do not warrant that the design is fit for any particular purpose, will pass any certification, or is safe in your end product. You are responsible for your own testing, certifications (UL, FCC, CE, medical, automotive, and similar), and product liability.
We sell only through https://www.ezpcba.com (and the checkout pages it opens, such as Stripe). Orders placed through unofficial resellers are not our orders.
14. Limitation of liability
To the maximum extent permitted by law, EZPCBA is not liable for indirect, incidental, special, consequential, punitive, or exemplary damages, including lost profits, lost data, or lost business opportunity, even if we were told they were possible.
Our total liability relating to any order will not exceed the amount you paid us for that order.
Some jurisdictions do not allow these limits. In those jurisdictions, our liability is limited to the greatest extent the law allows.
15. Indemnification
You will defend and indemnify EZPCBA and our officers, employees, and agents against claims, damages, and reasonable attorneys’ fees arising from: (a) your files or products; (b) your breach of these Terms; (c) your violation of law or third-party rights; or (d) use of your account by anyone you authorize.
16. Confidentiality
Technical files and quotations are confidential information of the party who shares them. Each party will use the other’s confidential information only to perform the order or RFQ, and will not disclose it except to employees and service providers who need it and are bound to keep it confidential, or as required by law.
This section does not replace a signed NDA. Information that is public, independently developed, or already known without a duty of confidentiality is not confidential.
17. Changes
We may update these Terms. The new version applies from the date we post it, for new quotes and new orders. For an order already paid, the Terms in force when you paid continue to apply to that order, except where a change is required by law.
If you do not agree to a new version, stop using the Services. Continuing to use the site after the effective date is acceptance of the new Terms.
18. Governing law and disputes
These Terms are governed by the laws of the Hong Kong Special Administrative Region, without regard to conflict-of-law rules.
If a dispute cannot be resolved by good-faith negotiation, it will be referred to arbitration administered by the Hong Kong International Arbitration Centre (HKIAC) under the HKIAC Administered Arbitration Rules in force when the notice of arbitration is submitted. The seat is Hong Kong. The language is English. There will be one arbitrator. Judgment on the award may be entered in any court of competent jurisdiction.
You may bring claims against us only in your individual capacity, not as a plaintiff or class member in a class or representative proceeding, to the extent that waiver is allowed by law.
19. General
If a provision is unenforceable, the rest remains in effect. Our failure to enforce a provision is not a waiver. These Terms, the Privacy Policy, the Refund and Quality Policy, the Shipping Policy, and any signed NDA or accepted RFQ quotation, are the entire agreement for the Services. Headings are for convenience only. If we provide a Chinese translation, the English version controls.
